IV solution shortage! where to buy sterile water IV bags?

anyone know where to buy them without a prescription. I've learned that certain states are legally allowed to sell them without a prescription and other states treat these bags as a controlled substance.

I hope a doctor comments. I am no expert. I know Dr. Levy has written that he always uses sterile water, I know for H2O2, but Aa too. There is a health concern if the water is really pure, and no saline.
